Fee reimbursement: income ceiling raised for SC, ST students

Disclosing that the income ceiling for SC and ST students to avail fee reimbursement has been raised from Rs one lakh to Rs 2 lakh, the state government on Thursday clarified that all eligible students drawn from SC, ST, BC, Minorities and Economically Backward Classes will be issued the fee reimbursements and post matric scholarships as scheduled.

Speaking to media persons at the Secretariat on Thursday, Social Welfare Minister Pithani Satyanarayana made it clear that the managements of colleges would be punished if the fee was collected from those eligible students. He also asked the students not to worry over the facilities which will be extended to them as stipulated. Mr Satyanarayana also made clear the government’s intentions must not be misconstrued as a section of the press had stated that such details were missing in the EAMCET notification.

The Minister was speaking after a review meeting was held on the subject for arriving at clarity on the subject and decided to sanction the post metric scholarships and reimbursement of fees and maintenance of mess charges to all eligible students belonging to SC,ST, BC and Minorities after verifying their caste and income ceiling certificates.

The Minister observed that there was no clarity in submission of the certificates of caste and income by the students.

Over 1.93 lakh eligible students were there but they did not properly submit their certificates as scheduled, Mr Satyanarayana said, adding that further the income ceiling for all SC and ST students has been raised from Rs 1 lakh to Rs 2 lakh.

Chief Minister N Kiran Kumar Reddy also left instructions that all arrears to the colleges be paid by August ending, the Minister said.

Tribal Welfare Minister P Balraju also spoke in respect of enhancement of the income limit and maintenance charges to students.(INN)

    Clear air on fee reimbursement: Ex BC panel member to Botsa

    2011/7/27 20:50:17 Former member of AP Backward Class Commission Vakula Bharanam Krishnamohan Rao on Wednesday appealed to Pradesh Congress Committee president Botsa Satyanarayana to use his office for clearing doubts among students by issuing a clarification from the government on the fee reimbursement scheme.

    In a statement issued to the media, Mr Krishnamohan Rao said the government has mentioned that students from SC/ST/BC/EBC/handicapped/minority with income below Rs 1 lakh are eligible to get scholarship.

    However, the notification not mentioned any word about reimbursement of fee to college managements, the former BC Commission member pointed out.

    Though the BC students unions have demanded that the government issue a clarification in this regard, the students have not received any response so far, he further said.

    With counselling for EAMCET courses set to begin from July 28, Mr Krishnamohan Rao appealed to the PCC chief to use his office for issuing a clarification from the government on reimbursement of fee and help the students to pursue higher education.(INN)

    2011/8/4 14:04:55 Minorities welfare minister Mohammed Ahmadullah on Thursday gave an assurance to the effect that the income ceiling of Rs 2 lakh for claiming the fee reimbursement and post-metric scholarships by the minorities’ students will be considered.

    Earlier, the Centre had raised the income limit of SC and ST families from Rs 1 lakh to Rs 2 lakh. “Efforts are on to extend the same facility to minority students also,” Mr Ahmadullah said.

    The Minister announced before media persons at the state Secretariat that the Minorities Finance Corporation had bagged ‘E-World 2011’ award for best E-Governance initiative in education.

    The award was presented by Minister of State for Commerce and Industry Jyothirditya Scindia to APSMFC Managing Director and Vice Chairman Mohammed Ilyas Rizvi, on August 2 in New Delhi. The function was organized by the E-World Forum and delegates from 20 countries took part, the Minister revealed.

    Earlier, the APSMFC also received awards for E-Governance in 2010, E-India 2010 award and SKOCH award all in a row and the Minister had a good word for his department officials and Dr Rizvi.

    Stating that the online scholarship management system of APSMFC was also voted best in the world at the global awards function, Mr Ahmadullah asserted that they were providing the best on line scholarships management system which is user friendly and transparent facilitating about five lakh students annually to claim post-metric scholarships in professional courses.

    The Minister also assured that the N Kiran Kumar Reddy government would take all steps to provide good power supply during the Ramzan festival and was at variance on irregular supply of electricity.(INN)

    Students told to apply by July 15 to claim fee reimbursements

    2011/6/22 19:08:28 The students who had applied for claiming fee reimbursement were on Wednesday told to submit their documents by July 15, failing which their applications would not be considered.

    Further the students were expected to possess the AADHAR cards and cell phones compulsorily for being eligible for claiming the scholarships.

    A Cabinet Sub-Committee on fee reimbursements with Transport Minister Botsa Satyanarayana, BC Welfare Minister Basavaraju Saraiah, Revenue Minister N Raghuveera Reddy, Tribal Welfare Miniter Pasupuleti Balaraju and Social Welfare Minister Pithani Satyanarayana reviewed the issue at the Secretariat.

    The Ministers’ Panel also decided to clear all the fee reimbursement dues by July 30, according to sources.

    Earlier Backward Classes Welfare Association Krishnaiah criticized the functioning of the Sub-Committee and demanded that it be disbanded.

    He told media persons that the students were not being allowed to get the reimbursement facility.(INN)

    2011/8/2 18:57:13 Chief Minister N Kiran Kumar Reddy directed the officials to chalk out an action plan to release the 2011-12 Post Matric scholarships on time.

    He said funds, if need be, will be generated specially towards the scheme but the state government will fulfil the commitments given to the students and parents towards the PMS.

    The state government now requires Rs 3805 crore only for 2011-12 towards the PMS after clearing all the backlog arrears.

    The Chief Minister said that Education and Health are the priority schemes of the State Government. "I do understand that providing Post Matric Scholarships to 26 lakh students from Intermediate to all Professional Courses including engineering is a gigantic task but then it is our commitment and we stand by it.

    Education and Health are the basic priority of the state government. It provides Post Matric Scholarships for 1600 unique courses in 10,934 colleges for 26 lakh students.

    "We will not only provide the Post Matric Scholarships to all the eligible students of SC/ST/BC/EBC/Disabled/Minorities on a saturation basis but also decided to increase the income limit of the SC/ST parents from this academic year," Mr Kiran Kumar Reddy said.

    Meanwhile Officials informed the Chief Minister that all the backlog payments towards the Reimbursement of Tuition Fee and Maintenance Charges (RTF and MTF) for 2009-10 and 2010-11 are fully cleared and the last instalment of Rs 480 crore will be paid in a month.

    The Chief Minister directed the Social Welfare Department officials who are dealing with the PMS that while weeding out duplication and fake claims for scholarships, they should ensure that not a single eligible student is deprived of the benefit.

    The officials assured that Chief Minister that the online system is being made fool-proof and the payment towards the PMS will be credited direct to the bank account of the student and he can withdraw it with his ATM card.

    The Chief Minister directed the officials to clarify if there is still any confusion regarding the Reimbursement of Tuition Fees to the students who are now taking admissions through counseling. He said the Colleges, under no circumstances, should be allowed to collect tuitions fees from the students eligible for the Reimbursement. He said that there should not be any ambiguity in this regard and asked the officials to make it clear to the Colleges and at the counselling centres in this regard. The Chief Minister said stern action should be taken against the colleges asking the eligible students to first pay the tuition fees pending adjustment. He said this should not be allowed.

    The State Government launched the scheme on a saturation mode for SC/ST students from the beginning, BC and Minorities from 2008-09 and Economically Backward Class students from 2009-10. The income ceiling is Rs.1 lakh and administered fully online since 2010-11 ( by the Social Welfare and Minority Welfare Departments.

    Hereafter the payment of RTF will be made in two instalments and MTF in four instalments after proper verification. The Group of Ministers constituted to study the PMS has recommended age restrictions to 30 years for other categories of students and 34 years for SC/ST students as on July1 of the year.

    The GoM also recommended grading of colleges, vigilance committee to be constituted for surprise checks and reorganisation of paramedical courses etc. The PMS are paid for courses like B Tech, Degree (General), MBA, MCA, Intermediate, B Pharm, Polytechnic, Post Graduate courses, Nursing, B Ed etc.

    The Chief Minister also decided to increase the income limit of SC and ST parents from Rs 1 lakh to Rs 2 lakh per annum and also hiked the maintenance fee (MTF) of these categories of students in all courses.

    Following the enhanced income ceiling of the parents, Class IV employee having income of Rs 16,700 per month shall become eligible for MTF and 2,19,694 Class IV employees from the SC, ST Communities in Government and Public sector will be benefitted by this.

    It was also decided to streamline issuing of income and caste certificates by Revenue department. Counselling of Engineering courses are also to be streamlined and made online and absolutely transparent.

    The future plans include that each college has to furnish the nominal rolls/admission register to the regulating authority and it will be the key document for verification of students in the college and admission registers and nominal rolls for all colleges across the State to be online to make it transparent, accountable and responsible.

    The registration and renewal of colleges and college hostels, courses and sections etc. to be made online at the earliest. To avoid confusion of all scholarship applications of Muslim students, it will be hereafter filled on one portal only and can be processed independently by the Minority Welfare department.

    The Chief Minister also agreed to the proposal to create a Directorate of Scholarships to administer the scholarships and officers from different departments will be posted for addressing the departmental issues which will be administered fully online and redressal of grievances will be done through customer care.(INN)

    Registration of fresh scholarships from Wed

    2011/11/1 16:41:49 The State Government on Tuesday informed that the online fresh registrations for scholarships to students pursuing college courses for the academic year 2011-12 will commence from November 2. The last date for registration will be November 21.

    The scholarship process has been made fully online by the Social Welfare Department. Under the online system, no student can enter his/her name, Student records will be fetched from SSC / Inter servers based on the application / SSC ID.

    For the academic year 2011-12, students can apply online for fresh scholarships on the e-pass website from November 2 to 21st. All students belonging to SC/ST with family income of less than Rs 2 lakh per annum and BC students belonging to BC / EBC / DW / MW with family income of less than Rs 1 lakh per annum are eligible to apply for scholarships. All students shall submit an income declaration form to the MRO to obtain an income certificate.

    2011/6/8 13:11:54 Arrears of the fee reimbursement to the college managements will be released in three or four days.

    An assurance to this effect was given by the Principal Secretary Raymonds Peters at the Secretariat on Wednesday to the management representatives of the AP Consortium of Engineering Colleges Managements Association.

    After meeting Raymonds Peters the management representatives met the media persons and informed that the government was supposed to remit 75 per cent of the fees and by May 31, as per the Supreme Court ruling but the remittance was delayed for technical reasons as quoted by the government.

    Consortium of Engineering Colleges Managements Association Chairman Charles K Chiranjeevi Reddy and general secretary Dr P Rajeshwar Reddy detailed that the third and fourth instalments of fees amounting to Rs 900 crore each would be released shortly and the balance of amount would be released by July 31.

    Stating that they were as much interested in supporting the students drawn from the underprivileged classes, they said that reimbursement was not reaching the core sector of weaker sections saying that the children of bureaucrats and political leaders were part of the claimants of fee reimbursement.

    It was deplored that students belonging to the creamy layer of the society were cutting into the quota of the actual deserving candidates, they lamented.

    2011/10/31 13:29:51 The Lok Satta Party on Monday requested the State Government to go in appeal against a judgment of the High Court stipulating uniform fees for students under both the convener and management quotas for admission to professional educational colleges.

    Lok Satta General Secretary Katari Srinivsasa Rao pointed out that the decision would impose an additional burden of at least Rs 20,000 a year on BC, SC, ST, minority, and EBC students who get admission under the convener quota but whose parents' annual income exceeds Rs One lakh.

    Srinivasa Rao said the decision would cost the State exchequer an additional Rs 700 crore a year. With professional colleges mushrooming in the wake of reimbursement of tuition fees of a majority of students by the Government, an increase in the quantum of fees will give scope for more malpractices, Srinivasa Rao warned.

    He, therefore, appealed to the State Government to appeal against the High Court judgment. (INN)

    He said “Until, yesterday I thought to do only one day Deeksha to remind the Government about its duties. But, even after the Supreme Court bashed the State Government, still it is hesitating to release the funds to the students. Hence, I think we need to built-up much more pressure on the State Government and decided to stage seven days Vidya Deeksha instead of one day.”

    Speaking to the huge crowds who attends his meeting held at Proddhutur in Kadapa district, he said ‘I personally went to Hayat Nagar, where the poor parents of deceased Vara Lakshmi are living. Her father is working as a watchman in a private school. They have shown me the drawing reports of their daughter Vara Lakshmi who commits suicide for failing to pay her College fee. She bags 19 out of 20 marks in that subject. I am very much moved with this incident. How can we allow our children and poor students commit suicides for not affording to pay their college fees?”

    “My father always said that, it was his dream to see all the poor families have their children pursues higher studies, regardless of their social and economical status. That’s why he started this fees reimbursement plan to poor students, with which thousands of poor students were able to step into corporate colleges in pursue of higher studies.”

    “But, soon after the sudden death of my father YSR, the State Government is gradually scrapping all his welfare schemes stating that, there were no funds. How it is possible for them to allocate crores of rupees to contractors while they can’t afford to pay small amounts to the students? I demand the Government to immediately release the funds for the fees reimbursement. I appeal all the students who deserve fee reimbursement should come to Hyderabad and make protests against the State Government for its failure.”

    Last date for pre, post Matric scholarships extended till Aug 6

    2011/7/31 17:13:56 The last date for submission of application forms for Pre Matric and Post Matric Scholarships of the Central Government has been extended till August 6, 2011.

    Minister for Minorities Welfare Mohammed Ahmadullah, in a media release, stated that this facility is extended on to those of the students who could not get the income certificate by July 31, and the students are advised to file applications online soon after obtaining income certificates.

    He said that no further extension would be given in future.

    All minority students should get a print out of their applications and submit it in the respective school/college, the minister said and added that the school/college will have to certify the certificates and submit all the applications in spiral binding form to the respective Executive Director by August 8.

    Meanwhile Managing Director of the Andhra Pradesh Minorities Finance Corporation APMFC Mohammed Ilyas Razvi, speaking to INN, said that so far 1, 92,391 students have applied for pre matric scholarships and 25, 720 have applied for post matric scholarships on line. He advised all the headmasters and principals to submit all the applications duly certified and attested in a spiral binding by August 1 or 2. After August 2, the forms already submitted online will not be accepted, Dr Razvi cautioned.(INN)

    Botsa leaves leveling of allegations to Babu’s conscience

    2011/6/14 19:13:23 Under attack by Telugu Desam Party president N Chandrababu Naidu right from the time his name was cleared for the post of the Pradesh Congress Committee president, Transport Minister Botsa Satyanarayana on Tuesday said that he would chose to leave the charges to Mr Naidu’s conscience rather than responding to them.

    Talking to media persons at Gandhi Bhavan, the PCC chief however, stated that he would not move the Courts like Mr Naidu who sought stay orders whenever allegations were raised against him.

    “I am ready to face any probe against me,” Mr Satyanarayana said, in response to the allegations raised by the TDP chief that he was involved in liquor syndicates.

    He pointed out that he had cooperated with the investigating agencies and the the government when charges were leveled against him that he was involved in the murky Volkswagen scam.

    The PCC chief further refused to respond to being described as ‘the most corrupt person,’ by Congress MP Harsha Kumar. “The High Command would look into the allegations. I will not comment on the issue,” he said.

    When asked to comment on the High Court’s ruling on the elections to Local Bodies, Mr Satyanarayana said that the Congress party is already geared up for the elections. He expressed confidence that the party would sweep the polls.

    The PCC chief further stated that he would meet Praja Rajyam Party president K Chiranjeevi soon and discuss the formalities for completion of merger process.

    Earlier, he discussed the fee and scholarships reimbursement issue with the party’s Students’ Wing leaders and asked them to create awareness on the issue among parents and students.

    Later the PCC chief inspected the entire Gandhi Bhavan and discussed the premises condition with the office-bearers.

    Meanwhile, senior PRP leader C Ramachandraiah, who was present at the Gandhi Bhavan, said that Chief Minister N Kiran Kumar Reddy has to take a decision on any Cabinet expansion.

    “It is the prerogative of the Chief Minister to take a decision on the Cabinet expansion,” Mr Ramachandraiah said.(INN)

    "Former Chief Minister Y S R Reddy brought two major schemes for Muslim students -- four per cent reservation in seats in all educational institutions, fee reimbursement for poor students among others. The Muslim community as a whole came close to Dr Rajasekhara Reddy and now to his son Jagan Mohan Reddy," Khan said.

    At places where the Muslim population is more, the state government has erected Shadi Khanas for celebrating mass marriage function, he said.

    The benefited Muslim community has much confidence on Jagan Mohan Reddy that he would also look after their welfare if he comes to power, Khan added.

    Why, not mortgage the hostels: Minister Botsa

    2011/2/15 20:28:55 An honorable minister Botsa Satyanarayana suggests his Government to mortgage the student’s hostels buildings. Why? Let us peep into.

    The state Government’s commitment for the fees reimbursement of SC, ST and BC students, its failure to pay the same in-time and yet the it’s bluffing that leads to protests from opposition parties and the College Managements, has finally lands it in the Supreme Court.

    Responding to petition filed against the state Government Supreme Court has categorically stated that, Government can’t step-back on its commitments made to the people. Hence, the Supreme Court has asked the state Government to release the fees reimbursement before 20th February, setting a dead-line to beleaguered Government.

    With no funds in the hand, with its employees threatening to go on indefinite strike on T issue from 17th, with its ministers wondering in the Delhi streets seeking Sonia Gandhi’s appointment, with Jagan all set to sit for Vidya Diksha on 18th demanding fee reimbursement, etc etc., Chief Minister Kiran Kumar Reddy is now in a tight fix.

    His Government’s appeal to Supreme Court seeking three months grace period to release the fees reimbursement was also mercilessly turned down. So the dead line is February 20th .

    Therefore, Kiran Kumar Reddy and his ministers were on run to trace out the revenue sources. Minister Botsa Satyanarayana is the first person who comes with an innovative idea to overcome this trouble. But, instead of telling his idea in the ears of his Junior Boss Kiran Kumar Reddy, he prefers to claim all the rights of his idea to his own and went to media which finally boomerangs at him.

    He told the media that, he is thinking to mortgage the BC, SC and ST hostels of the students to generate the Rs.220 crores of the amount to be released before the given dead line.

    When, opposition parties and the media flays his decision, instead of regretting his statement he further described why his idea should deserve a serious thought.

    Speaking to the media Botsa Satyanarayana said “When, we have sold the public properties to meet our requirements, then what is wrong in mortgaging the hostels? Is it not wise mortgaging the hostel buildings rather than selling them for an out right price? Being the public servants we have certain responsibilities and commitments. We can’t talk like those opposition leaders. I don’t think there is any thing wrong in mortgaging the hostels. ”

    154 new posts created in BC Welfare department

    2011/6/7 19:47:44 Chief Minister N Kiran Kumar Reddy approved for creation of 154 additional posts at the Headquarters Offices, District and Field Officers of the BC Welfare Department as part of the government’s efforts to strengthen the Backward Classes Welfare Department.

    It may be recalled here that the State Government recently extended reservation for BCs, Minorities and Physically Challenged for a further period of 10 years in Education and Government Services.

    Several Welfare and Development programmes are being implemented for the uplift of the BCs including Fee-reimbursement to the 28 lakh students of SC, ST, BC, Minorities and EBC students.

    The BC Welfare Department was requesting the Government to sanction additional posts since a long time as the work load in the BC Welfare Department has increased manifold which included sanction and disbursal of post metric scholarships and tuition fee reimbursement on saturation basis, establishment of 300 girls' college hostels, increase in new residential schools additionally taking their total number from 30 to 45, establishment of 7 BC.

    Study circles additionally increasing their total number from 8 to 15 and sanction of 300 boys hostels recently.

    In view of this, the Chief Minister has decided to strengthen the BC Welfare Department and approved the creation of 154 additional posts which consist of One additional Director, 3 Joint Directors, 3 Superintendents, 6 Senior Assistants, 3 Junior Assistants at the Headquarters Offices and 11 Deputy Directors, 35 Assistant BC Welfare Officers, 23 Superintendents, 23 Senior Assistants, 46 Junior Assistants in the District and Field Officers.

    The decision will be submitted for ratification in the next Cabinet meeting.

    Engg student commits suicide

    2011/9/23 18:25:51 A 19-year-old engineering students committed suicide by hanging to the ceiling fan at his residence in Kushaiguda police limits on Friday morning.

    The deceased - Sandeep Kumar was studying second year B Tech in a private engineering college. According to police, Sandeep was weak in his studies and developed a kind of inferiority complex by looking at other students. Once he was also referred to a psychiatrist who advised him not to take pressure of his studies.

    However, on Friday morning, Sandeep committed suicide at his residence in Bhagwan Nagar near Kushaiguda. Police suspect that a complex that he was not good at studies might have driven him to take the extreme step. A case has been registered and further investigations are on. (INN)

    Students bash up professors

    2007/4/19 16:18:54 This is perhaps for the first time in the history of the state when four students dragged their professors onto the street and bashed them up. The incident occurred at the Kakatiya University at Warangal.
    About 100 students gathered at the the Physics department and beat up four professors.

    They alleged that about 14 students have been deliberately failed in MSc. Physics third semester by the professors. What is strange is that all of them are toppers and one of them is a university topper. The students allege that the Professors are showing undue favours on laggards and have deliberately failed the bright students.

    One of the ‘failed’ students tried to commit suicide which triggered off the ugly incident.

    2007/8/13 19:05:28 Chandra Babu Naidu invited a lot of ridicule recently when he sprang to the defense of Eenadu chief Ramoji Rao, following the verdict on the excess ceiling land in his possession. He went overboard and used the choicest to abuses against chief minister Y S Rajashekar Reddy and the congress party.

    The same Babu is now silent when the RDO issued similar notice to Girish Sanghi of Vaartha. The notice says that Grish Sanghi has about 2,000 acres of ceiling land in his possession, and this is against the land ceiling act.

    Sanghi is a congress MP and Babu should actually have welcomed this. But surprisingly, Babu is silent on this issue and he did not care to say even one word in defense of Sanghi.

    Sanghi is the editor and proprietor of Vaartha, a Telugu language daily. So is it now not an attack on media, as Babu keeps saying whenever something is said or done about Ramoji Rao.

    By his silence, Babu has only exposed himself. It is now obvious that for Babu, only the interests of Ramoji Rao are supreme and everything else is of little consequence.

    TRS demand probe against Warangal police

    2011/9/9 16:58:21 The Telangana Rashtra Samithi demanded a thorough probe into the police action against the students of Kakatiya University in Warangal.

    Talking to reporters here on Friday, TRS deputy floor leader T Harish Rao alleged that the police used third degree methods on students who raised `Jai Telangana’ slogans in the police station. Asking the State Government to order a comprehensive probe into the entire episode, he asked Home Minister Sabitha Indra Reddy and other Telangana Ministers to give an explanation over the incident.

    The TRS leader demanded the suspension of Warangal Rural Deputy Superintendent of Police Venkata Narsaiah for using third degree methods on students in the police station. During police interrogation, he said, one Yakub Reddy was severely beaten up to the extent that he was not in a position to walk now.

    According to sources, the DSP threatened to encounter those students who raise Telangana issue. The police arrested 16 students of Kakatiya University for vandalizing the house of Information and Technology Minister Ponnala Laxmaiah for not submitting his resignation demanding Telangana state.     Upper age limit for SC recruitment extended

    Chief Minister N Kiran Kumar Reddy on Thursday extended the upper age concession of five years granted in favour of candidates belonging to Scheduled Castes/Scheduled Tribes for direct recruitment over and above the age limit prescribed in State and Subordinate Service Rules / Special Rules.

    The Chief Minister took this decision with an objective of uplift of the disadvantaged persons of the Society and providing equal opportunities to all.

    The State Government is providing age concession in direct recruitment to Public Service in favour of the SCs/ST candidates. The upper age limit is raised by 5 years to the candidates belonging to SC/ST category from time to time to ensure their proper representation in services.

    The lower age limit of 18 years and upper age limit of 33 years have been prescribed for direct recruitment. Certain age concessions were allowed for the protected groups of the Society as detailed below: Candidates belonging to SC/ST/BC - 33+5 years, Physically Handicapped persons - 33+10 years, the ceiling of the upper age limit including all concessions to candidates belonging to SC/ST - 45 years and the ceiling of the upper age limit including all concessions to candidates belonging to BC - 40 years
